Who can apply

Business must create net new jobs in New York State in its first year and locate on or near a participating campus. Retail, hospitality, professional services, real estate and several other sectors are excluded. The business must not be moving jobs from elsewhere in New York.
How to apply
- Identify a participating college or university with available tax-free space and an aligned academic mission
- Apply to the sponsoring campus, which must approve the alignment
- Campus submits the application to Empire State Development for final approval
- Sign the agreement and meet annual net new job commitments
