These are two different legal questions and they have opposite answers, so the product gives two different guarantees. Both are read from the same policy table the software obeys, so this page cannot promise something the product will then refuse to do.

Appointing an agent to prepare and submit funding applications is ordinary commercial practice — it is what grant consultants, R&D tax credit firms and EU funding advisors do, and the portals are built for it. Horizon Europe has the LEAR precisely so a legal entity can appoint people to act for it. You sign one scoped authorisation naming the programmes; after that there is nothing per application.

What we never ask for is your password. Authority reaches us the way the portal intends: a signed letter of authorisation, or a delegated account on your own portal login, or a government-registered power of attorney. Your administrator grants it from inside your own account and revokes it in one click. Every filing we make carries the id of the authorisation it was made under, so the audit trail answers "who allowed this" without anyone reconstructing it.

Scoped, not blanket. The mandate names the programmes, the signatory and an expiry date — the version a finance director will actually sign, and the version a funder will accept if it asks to see it.

Individuals: a different law, and a different answer

The statutes here are consumer-protection ones — they exist because someone on subsistence benefits is vulnerable to an intermediary taking a cut. They are addressed to benefit claims by a natural person and they do not reach a company's grant application, which is why the two halves of this page disagree.

What "prepare" actually means for an individual. Not a checklist. The application is filled in from the answers you already gave, the supporting documents are named and attached from your vault, the wording is drafted, and the deadline is tracked. What is left is the signature and the submit button, which have to be yours — and that is the part the law is about, not a gap in the software.
