Must be headquartered in Wisconsin with at least 51% of employees and payroll in the state, fewer than 100 employees, operating 10 consecutive years or less, demonstrating significant potential for job or capital investment growth, and not having received more than $10 million in aggregate private equity or venture capital. Excluded industries: real estate development, insurance, banking, lending, lobbying, political consulting, professional services, wholesale/retail trade, leisure, hospitality, transportation and most construction.
