Who can apply

Businesses with 100 or fewer employees must invest at least $1m and create at least 5 jobs; larger firms face higher thresholds. Requires evidence that an out-of-state site is under active consideration.
How to apply
- Contact DCEO before making a location decision
- Submit the EDGE application demonstrating an out-of-state competing site
- Negotiate the agreement with job creation and investment commitments
- File annual reports to claim the credit
