Over $180 million available in tax credits for fiscal year 2026-27, allocated competitively against a company's committed job creation and investment. There is no minimum company size; 25% of credits are reserved for small businesses with under $2 million in gross receipts.

Businesses of any industry, size, or location compete. Credits are awarded against committed California job creation and capital investment and are recaptured if milestones are missed. A separate California Competes Grant programme exists for larger job-creation projects.

- Phase 1 cost-benefit ratio scoring; top-ranked applicants advance
- Phase 2 evaluation and negotiation of the agreement
- Committee approval and execution of a written agreement with milestones
