CGTMSE does not lend. It guarantees collateral-free credit extended by Member Lending Institutions to Micro and Small Enterprises. The guarantee ceiling has been increased to Rs. 10 crore (raised from Rs. 500 lakh). The guarantee coverage percentage and the annual guarantee fee slabs are set out in CGTMSE circulars which I could not load at the time of verification, so they are recorded as null rather than guessed; the homepage does state that the annual guarantee fee structure was revised and reduced for guarantees above Rs 1 crore.

Who can apply

Eligible borrowers are Micro & Small Enterprises (MSEs). Enhanced terms apply for women entrepreneurs, transgender entrepreneurs, SC/ST entrepreneurs, persons with disability (PwD), ZED certified units, informal micro enterprises (IME) and units in Jammu & Kashmir and Ladakh. DPIIT recognition is NOT required for CGTMSE; MSME/Udyam registration is the relevant credential. A separate Credit Guarantee Scheme for Startups (CGSS) exists for DPIIT-recognised startups and is administered by NCGTC, not CGTMSE.
How to apply
- Approach a CGTMSE Member Lending Institution (a bank, RRB or eligible financial institution) for a collateral-free credit facility. — link
- The lender appraises the proposal and, on sanction, lodges the application for guarantee cover with CGTMSE.
- CGTMSE issues the guarantee; the borrower pays the applicable annual guarantee fee through the lender.

- Udyam Registration / MSME registration
- Project report and financial projections for the lender's appraisal
- KYC and constitution documents of the enterprise
