Recompete was authorised by the CHIPS and Science Act as a pilot; it now sits in EDA's Office of Innovation and Entrepreneurship. Any further round requires new appropriations.
Phase 2 implementation grants of roughly $20m-$50m per award to distressed regions with low prime-age employment; Phase 1 Strategy Development Grants around $500,000.
