If a new award would take you over, Article 3(7) disqualifies that award in full rather than reducing it — so check your headroom before you apply, not after.

Who can apply

Must be an AS or Norwegian-registered foreign enterprise (NUF) established less than five years ago (sole proprietorships, ANS, DA not accepted); genuine new establishment; own financing at least equal to the loan; board with at least one external member; no ongoing payment remarks.
