Maximum credit of EUR 10 million for technical development projects and EUR 5 million for clinical development projects. For small companies RVO finances a maximum of 45% of development costs (50% when the project is carried out in collaboration); the applicant must finance at least 55% from other sources. Total 2026 budget EUR 50,000,000. The credit is repaid only if the project succeeds.

Who can apply

Both SMEs and large enterprises qualify; the 45%/50% financing percentages quoted here are the rates for small companies. The product must be ready for the market within five years.

How to apply

  1. Check that the project has high technical or clinical risk and that the product can be brought to market within 5 years. — link
  2. Secure at least 55% of the development costs from other sources.
  3. Submit the application to RVO with the business case and financing plan.
  4. Report progress to RVO during the project; at completion RVO determines 'het subsidiebedrag en het aflossingsschema' (the amount and the repayment schedule).
