Vietnamese SMEs meeting the innovative startup criteria in Decree 80/2021/ND-CP: operating for not more than five years from first business registration, not yet listed, and producing a new product or business model based on technology or intellectual property.

  2. Identify the specific support item (consultancy, IP, testing, accelerator participation, trade fairs).
  3. Prepare and submit the dossier to the provincial authority or designated support agency.
  4. Appraisal and decision.
  5. Reimbursement on submission of invoices and completion evidence.
