Used only where a single Texas site is competing with an out-of-state option. Requires significant capital investment, above-average wages, local community financial support, and unanimous sign-off from the Governor, Lieutenant Governor and Speaker of the House. Not suitable for seed-stage start-ups.
How to apply
- Contact the Texas Governor's Office of Economic Development and Tourism early, before a site decision is announced
- Demonstrate that a competing out-of-state site is under active consideration
- Negotiate job creation, wage and capital investment commitments
- Obtain unanimous approval from the Governor, Lieutenant Governor and Speaker
- Execute the agreement and report annually
