SSBCI is 'a nearly $10 billion program'. Treasury does not set a per-business award size - each state designs its own programmes (venture capital equity, loan participations, loan guarantees, collateral support, capital access programs) and sets its own limits. Treasury notes 'SSBCI is expected to catalyze up to $10 of private investment for every $1 of SSBCI Capital Program funding.' Check your state's programme for its specific caps.

Who can apply

Businesses cannot apply to Treasury directly - 'The SSBCI Capital Program provides funds to states, the District of Columbia, territories, and Tribal governments for those jurisdictions to create tailored programs'. Federal SSBCI rules generally cap eligible businesses at 750 employees (500 for the transaction-level target); verify against your state's programme guidelines. A significant share of SSBCI funds is earmarked for Socially and Economically Disadvantaged Individual-owned and very small businesses. SAM.gov registration and a UEI are NOT required of the small business - the state or Tribal government is the federal recipient.

How to apply

  1. Use Treasury's Small Business Visitor pages to identify your state's or Tribal government's SSBCI programmes and contacts. — link
  2. Apply directly to the state programme or, for loan programmes, to a participating lender enrolled in it.
  3. For equity/venture programmes, approach the state-backed fund or its fund managers.
