SBA: 'CA SBLCs focus on making loans of up to $350,000 to small businesses in underserved markets'. The Biden-era attempt to raise the ceiling to $500,000 (and $2 million for climate projects) was reversed - in May 2025 SBA 'reinstated the moratorium on the approval of new Community Advantage lending licenses' and imposed higher capital reserve requirements. Existing licensed CA SBLCs continue to lend. Treat the $350,000 figure as the operative published ceiling.

Underserved markets defined by SBA as: businesses in Low-to-Moderate Income communities, Empowerment Zones, HUBZones, Promise Zones, Opportunity Zones or Rural Areas; 'New businesses (those in operation for less than two years)'; businesses 51 percent or more owned and controlled by one or more Veterans; and businesses where more than 50% of the full-time workforce is low-income or resides in LMI census tracts. This is the most startup-accessible SBA 7(a) channel. No SAM.gov registration or UEI required.
