It replaces both the 中小企業新事業進出補助金 (public calls ended) and the ものづくり補助金 (last round, 23rd cut-off, closed 8 May 2026).
Three frames. 革新的新製品・サービス枠 (innovative new product/service): up to JPY 25 million, or JPY 35 million with the wage-increase special measure; by headcount, 1-5 staff JPY 7.5M (8.5M), 6-20 JPY 10M (12.5M), 21-50 JPY 15M (25M), 51+ JPY 25M (35M); subsidy rate 1/2 for SMEs (2/3 under conditions), 2/3 for small enterprises and restructuring businesses; floor JPY 1 million. 新事業進出枠 (new market entry): up to JPY 70 million, or JPY 90 million with the wage-increase measure; subsidy rate 1/2 for SMEs (2/3 under conditions); floor JPY 7.5 million. グローバル枠 (global/export): up to JPY 70 million (JPY 90 million with the measure); subsidy rate 2/3; floor JPY 7.5 million.
You must co-fund 50%.

Who can apply

For 中小企業等 (Japanese SMEs and similar). Machinery/system construction costs (or building costs for the new business entry and global frames) must be included in the eligible costs. Binding post-project commitments: over the 3-5 years after the subsidised project, value added must grow at a CAGR of at least +4.0%, per-employee total salary payments at a CAGR of at least +3.5%, and the in-workplace minimum wage must be at least JPY 30 above the regional minimum wage. Failure to meet these targets can trigger partial or full repayment of the subsidy.
