InvestEU is not a grant programme. It provides 'an EU budget guarantee of €26.2 billion' intended to mobilise at least EUR 372 billion in additional investment over 2021-27. Companies never receive money directly from InvestEU: 'The InvestEU Fund is implemented through financial partners that will invest in projects.' Ticket sizes and terms are set by each intermediary bank, fund or guarantee scheme.

InvestEU 'supports sustainable investment, innovation and job creation in Europe' covering 'the green, and digital transition, innovation and social investments and skills'. Important for aggregators: InvestEU is debt/equity/guarantee, not a grant, and there is no direct application to the Commission. Where an InvestEU-backed product is delivered by a national intermediary on below-market terms, the aid element may be granted to the SME under de minimis or GBER at national level - ask the intermediary for the de minimis certificate.
How to apply
- Identify an InvestEU implementing partner or financial intermediary operating in your country (EIB Group, national promotional bank, VC fund or commercial lender with an InvestEU guarantee). — link
- Apply directly to that intermediary under its own credit or investment process; the InvestEU guarantee sits behind the product and is usually invisible to the borrower. — link
