Who can apply

Most topics require a consortium of at least three independent legal entities from three different EU Member States or Horizon Europe associated countries. SMEs and start-ups are eligible partners and often specifically encouraged in the topic text.

  1. Search the topic on the EU Funding & Tenders Portal
  2. Assemble a consortium meeting the minimum condition (usually 3 independent legal entities from 3 different EU/associated countries)
  3. Register all partners for a PIC number
  4. Draft Part B of the proposal against the topic's expected outcomes
  5. Submit via the Funding & Tenders Portal before the deadline
  6. Evaluation by independent experts; grant agreement preparation for successful proposals
