Collaborative R&I actions. Budgets are set per topic and typically run EUR 2-20 million per project. Research and Innovation Actions (RIA) fund 100% of eligible costs; Innovation Actions (IA) fund 70% for for-profit entities and 100% for non-profits. SMEs normally participate as consortium partners rather than as sole applicants.
You must co-fund 30%.

Most topics require a consortium of at least three independent legal entities from three different EU Member States or Horizon Europe associated countries. SMEs and start-ups are eligible partners and often specifically encouraged in the topic text.
How to apply
- Search the topic on the EU Funding & Tenders Portal
- Assemble a consortium meeting the minimum condition (usually 3 independent legal entities from 3 different EU/associated countries)
- Register all partners for a PIC number
- Draft Part B of the proposal against the topic's expected outcomes
- Submit via the Funding & Tenders Portal before the deadline
- Evaluation by independent experts; grant agreement preparation for successful proposals

- Participant Identification Code (PIC) for every partner
- Ethics self-assessment
- Financial capacity documents (if applicable)
