This is de minimis aid. It counts against the €300,000 ceiling that applies to your company across a rolling three years in this member state (Commission Regulation (EU) 2023/2831). If a new award would take you over, Article 3(7) disqualifies that award in full rather than reducing it — so check your headroom before you apply, not after.

Who can apply

Enterprise must be registered in the Estonian Business Register. May apply up to twice. Cannot have received more than EUR 300,000 de minimis aid over the past three years. Covers prototyping, technological testing, feasibility studies, patent/IP consulting, certification and metrology.

How to apply

  1. Contact EIS customer service with company details and a project overview before applying
  2. Select an eligible service provider (research institution or accredited partner)
  3. Submit the application in the E-toetus portal (in Estonian)
  4. Implement the project and submit the payment claim
